Before partition leepa valley is a part of Karnah, Karnah was the biggest Tehsil of Muzaffarabad Wazarat. After the turmoil of 1947, Line of Control (LoC) was established between Pakistan and Jammu Kashmir India in the heart of this Wazarat which divided it into two parts. Karnah Tehsil is a part of district Kupwara Jammu Kashmir India, comprises of 48villages three developmental blocks namely Titwal, Tanghdhar and Gabra with headquarter at Tangdhar.

It is 175 Kilometres away from Srinagar. It is a small valley between Shamas Bari and Karanu series of mountains and came after crossing Natha Chhan Gali (Sadhna Gali) and extended upto Pharkian Gali of Karan in the north, Chakal in the east, Bangus in the south and south eastern side Natha Chhan two Margali near Kaiyan Sharief and Sharda. The area is known for brave, courageous and tough Pahari people, Gujjar Tribes and Kashmiri speaking ethnic groups. Their colorful lifestyle, unique types of hobbies, melodious folk songs and attractive dances with their delicious cuisine are characteristics of leepa valley.

Leepa valley are cut off from the rest of Azad Kashmir during winter heavy snow, which makes it difficult for people of leepa valley to reach the capital city of Muzaffarabad Azad Kashmir. leepa people requested to government to built tunnel which connect reshian village to leepa valley throughout the season but still tunnel not constructed.

Two route to access leepa valley one route to leepa valley, Jhelum Valley road to reshian village over a 2750 meter pass in the kafir khan range then descends to leepa valley situate at an altitude 1674 meters. Second route Dao Khan, Sher Gali and enters the valley at Muji.
